Since good eyesight is needed to read the code or password inside the
graphic or picture, it will take a sighted person to help you sign up or
maybe you could contact the web page owner for assistance, and they will
sign you up. It sounds almost like signing up for a yahoo account. It's
almost impossible for a totally blind person to do so alone.
