The Braille Translator in Leopard

Is the braille translator in Leopard an Apple-driven program, in 
conjunction of developers who have assisted the Apple development team? 
To me, that is a significant development for OSX.5.  As a braille user, 
myself, I got excited about it being incorporated in Leopard.  Richie
