According to help for private browsing:
"Private browsing is always turned off when you open Safari, even if
it was on when you last quit Safari."
That being said, if you go through preferences in safari, you can
disable some of the things at least that are disabled when you turn
on private browsing and they will stay disabled till you change them
in prefs.
