I've seen similar alerts not showing up for instance, when I want to
abandon a composition in mail or when I want to empty thhe trash
folder. My favorite work around is to open the window chooser and
choose the message and the alert becomes available. I also have
alerts being spoken by the system set to on in the speech payne of
system preferences.
I hope this helps. Another thing that works is to turn vo off and
back on.
