The only thing I will say with regard to FCC regulations concerning access to cellphones, if said companies have government contracts, or if they are applying for licensing by the FCC, then they should voluntarily work in negotiations with networks with whom they have partnerships, if they want to reach large markets. I assume that, to a degree, the FCC regulates frequencies of the air waves, as well as carrier and subcarrier frequencies, with regard to telecommunications devices. However, I don't think they regulate the market; this is where it will hurt states such as Alaska and Hawaii. Richie Gardenhire, Anchorage, Alaska.
