Not really.  The license is explicit about being for Apple branded
hardware only.

legal.  Currently, one cannot even purchase the Intel version of OS X
(the retail version is PowerPC only).

Again, I call B.S.  Like $600 for a new Mini is quote tons of money.
You could purchase a retail copy of OS X plus a used G3 iMac for even
less than that.

 like microsoft office for the mac, apple works, autoCAD mac and pro-tools, etc.

None of those are compatible with VoiceOver.
