I will leave it to the VO experts to handle most of your questions. I
do agree with you that those poor folks in the South African Apple
Store probably will have a hard time to demo VoiceOver well to you.
You are bound to get more useful answers here on this list, but it is
still a good idea to go feel those Macs and get a hands-on impression
of what VoiceOver is like. You can also prepare yourself a bit by
listening to the VoiceOver getting started manual:

So the part I can answer is on German. We have some excellent German
voices for the Mac that have been extensively tested with VoiceOver.
