The reason is that this tool is used by sign makers and other needing braille in diffident braille code. For example if you were making a sign ffor a woman's room in Swedish, the Swedish word being Kvinna, and you did the translation in the US grade 2 table you get:

,kv9na

But this would be incorrect. In Swedish braille it is:

_kvinna

Swedish braille never contracts and uses a different capital indicator than does US braille. Hence the reason for the different tables and support for such.
