100% correct.  Tiger retail was released before the existence of Intel
macs.  Therefore, there has been no need to sell the retail version of
Tiger that's intel-compatible because all Intel macs come with Tiger
install disks, as opposed to PPC, where you might want to upgrade to
Tiger when your computer came with Panther, etc.

If you give AppleCare a call, they will be able to send you a (vastly
cheaper) copy of Tiger that will work with your intel mac after
verifying some details, otherwise use the install disks that came with
the mac.

As for the general topic of installing an older version of OS X on top
of a newer version, the installer will prompt you to select an option
(e.g. erase and install, archive and install) and the "upgrade" option
will be unavailable.  It's entirely possible to do without erasing the
drive, you just need to have enough space to install and you'll be
fine.
