Putting aside accessibility concerns for a moment, I'd imagine you answered your own question right there. Mac OS X would be too slow and resource-hungry to run on many older PPC macs. Installing a lightweight linux distro that wouldn't be ignored in terms of security updates would be vastly preferable to the alternative.
