Running Parallels or Fusion, $80 retail, you can install Ubuntu Linux on a virtual machine. Ubuntu is free and comes with both a built-in screen reader, though it isn't as robust as VoiceOver, and Open Office. Open Office's spreadsheet program appears to be quite accessible.

It seems as though the only way to avail ourselves of a spreadsheet application at this point is to use an OS other than Tiger. I hope that changes in the relatively near future, or blind people who use computers for number crunching will stop considering the Mac as a viable platform.
