No that adds the current page to the Bookmarks menu. What is needed here is to find out the code for the bookmarklet and to paste it into a bookmark's Address field in the Bookmarks window (Option Command B), then move the bookmark into the Bookmarks BAR folder. One way to find out the code is to view source for the page and look for the href of the bookmarklet link.

If VoiceOver could just trigger the context menu over the bookmarklet link, you could just select Add as Bookmark from its context menu. Unfortunately, there's a known bug that currently prevents VoiceOver triggering the context menu in the Safari HTML content area.
