It is in the Applications folder you can also get to it from the
VoiceOVer menu (VoiceOVer keys-F7 and then go to the help sub menu or
by pressing VoiceOver keys-command-F8

The very first thing you should do is work the "VoiceOver Quick
Start" program several time to get used to the various kinds of
user interface controls the Mac offers.
I would then practice using the finder and dock to start and stop
programs working in particular with the Mail program which has
many of those controls in it.
