Unfortunately, the Opera bug tracker is not public like the WebKit one
is. But there is a public forum for beta testers which you can sign up
for and report problems:

I think the best thing is to search that forum in case bugs have already
been reported, and if not, report the bug via the private bug reporter
form, then post the details to the forum too. This is what I've just
