As for the directions:
For Dashboard, open Terminal.app in your Utilities folder in
Applications.  Type in the following line: defaults write
com.apple.dashboard mcx-disabled -boolean YES.

For Spotlight, it's a lot more complicated and dangerous.  Do keep in
mind that if you disable spotlight, certain applications that use
Spotlight will no longer work or will stop working as expected.  Off
the top of my head I know Mozy doesn't work (and their Mac support
guys are really stupid about this..), and searching your mail from
Mail.app will also become impossible.  Spotlight's scattered all over
the place in many apps, so the list is certainly longer.

But if you can deal with that and if you're familiar with Terminal and
commands, this shouldn't be too difficult:
