iWeb is part of iLife08, so it should be on Macs sold by Apple as of August 7, 2007, or be available from Apple as an iLife08 update if you bought a new Mac after that date without iLife08 preloaded. There may be U.S. educational discounts available, but they probably require either ordering on the Web from Apple, buying from your school using a purchase order, or else buying from your campus bookstore and showing an ID.
