You don't have to force quit it, you can just press command W to close it's
window.

First, press Vo+F8; this opens VoiceOver Utility. Right arrow over three
items in the menu--Navigation, Verbosity, and Voices. At the Voice Menu,
press the spacebar. The first item you'll come to is "Show Additional
Voices." Tab again, and you will have Default Voice. When VoiceOver is
turned on, the default voice will be Fred; you can change it to any voice
you want. The next item when you hit the tab key is rate. You can either
type in the rate value, or tab again, and you will hear Rate Incrementer.
There, you can use the Arrow keys to set the value. Tab again, and you'll
hear Pich, and the rate of pitch. You simply follow the same proceedure
for setting the pitch value. Same with the Volume. To exit the VoiceOver
Utility, do the Force Quit command--Ctrl+option+escape. HTH. Richie
