Jed,
OK first off...you are on your desktop. The desktop is part of the
Finder, and what you're describing is exactly what it should be
doing. Command-1, 2, or 3 does not work here, because this is not a
folder window. If you want to see all the apps on your Mac, you can
use VO-M to go to the menu bar, arrow to the right to the, "Go,"
menu, and then arrow down to "Applications." There is a shortcut for
this which is Command-Shift-A. What you're describing is,
undoubtedly, the desktop. The big problem you're having is that you
are just sort of blundering around in the dark, trying to figure
stuff out. I highly recommend reading the VO manual or general Mac
tutorials online. Just diving in blind, so to speak, is going to be
slow going.
