stil can't get voiceover utility working

hey guys,
still not able to get voiceover utility to come up.
I tried the f6 like someone suggested, but no luck.  It made the bong  
sound when i pressed f6.
Then i tried the voiceover command and f8, no luck.
Any ideas?
