If you look in the "Mailbox" menu in Mail.app, there is one entry for
"New mailbox" and another for "New smart mailbox". You want the
former entry, it sounds like. There is also one named "New smart
mailbox folder" which is not what you want - in the language of
Mail.app, a mailbox is a collection of messages and a folder is a
collection of mailboxes. Most other programs seem to use "folder" for
a collection of messages so this can be confusing.
