Here's a web page that discusses the Internet Robustness setting
for  AirPort:

To summarize a few points,  this setting only applies to AirPort
wireless connections, and only if you are having difficulties.
It changes the mode of communication by changing the 
size and frequency of the packets you send.  It actually slows
you down if you enable it without needing to use it to 
overcome other interference issues, but may be useful
if you're in highly populated areas where network interference
issues outside of your local AirPort network are a factor.
