What does this do? Is it VO or another tpe of voice engine?

I did a howto for the install a while back which should be in the
archives.
I do find it useful for some things. For instance, nfl field pass
is virtually innavigable with safari because the names of the teams
above the select boxes each week don't show in safari but they do
in firefox.
