There could be another issue going on. The volume for the speech
could be too low. You can bring up the speech roter (VOKeys-command)
then navigate to the volume option, which is two presses on the right
arrow key when holding down the control-option-command, then pressing
up arrow with those modifier keys pressed. It will say 100-percent,
but just keep pressing up arrow, and the volume will increase. Note,
the speech during the installation is Fred, not Alex. Alex comes in
to effect once you star the setup assistant.
If you still don't hear speech during the installer, then there is a
bug.

installer cd and it revs up, you do have to use cmd-f5 to turn on
voiceover.
