Yes, VO supports all keyboard layouts now. This is a bit awkward for the French users who switched to Mac early as they now have to learn new VO commands, although many of these are now more logical such as VO-m for Menu instead of VO-comma which it was in Tiger. A, Q, W and Z are all switched round, too.
