When you hear a message in the list you want to hear in full detail,
press return. Then it begins to speak. Press control-option-shift down
arrow to focus on the text area. You must then use VO cursor commands
if the message arrived as HTML. You can also check to see if the
message has an alternative view such as text only. This would let you
just use your arrow keys alone, as an actual keyboard cursor is then
navigating the text view.

The other thing in Mail is that reading via the cursor is irratic - it
works quite a bit of the time, but for no reason, sometimes the system
reads out the complete message, and the arrow keys have no effect.
Did clean reinstall - copied all user settings to external storage
first.
