I can't speak for the Terminal thing, but mis-spelings definitely are still announced when key echo is off on my machine running 10.5.1, so there might be another secondary option that is causing this for you in combination with the key echo.

If you turn off key echo (i.e. set it to speak nothing while typing), Voiceover no longer reads the terminal automatically. So long as you have it set to read each character or word, Terminal reads pretty well. Turn off keyboard echo and terminal reading stops. (It's also interesting to note, though more understandable, that word misspelling announcement also stops when keyboard echo is disabled.)
