Hi Cara. You've almost got it. You just need one more action. After
the new text edit document action, you want the "get current page from
safari" action. This passes in the url of the currently open safari
web page. The get text from web page action expects a url to be
passed to it.
BTW, when you select an action, it shows you what an action expects as
its input, and what it will pass to the next action.

If I can get this running, then I'm hoping to add functionality to
take the text in the web page from the VO cursor, and search for it
in the Text Edit doc after it's been opened, so that the effective
result is that someone on a webpage can simply issue a command,
which will open a text edit ådocument of the same page, and place
them exactly where they were in Safari, so they can then read the
page with VO A from the cursor to the end of the document.
Anyway, if anyone has any suggestions, I'd love to hear them.
