This doesn't answer your question about how to split tracks in Sound 
Studio, but since I've been looking at Automator text to speech imports
into compressed files with iTunes, I thought I'd mention there's a way
you can split sound files using iTunes.  Under the options pane for a song
that you can reach with Get Info (Command-I) in iTunes there are 
fields where you can input the start and stop time of for your track.

By default the start time will be 0:00 and the stop time will be the 
playing time for the complete track in hours, minutes, and seconds
format (so a song might be five minutes long, or 5:00, while a book
ripped from a CD might be 1:00:00, or an hour long).  If you change
these values, the track will only play between the start time and the
stop time that you've set.  If you convert the file, for example from
an AIFF file that gets produced from the text to speech commands
in Automator, or by saving the output of the say command into
a file under terminal and then adding it to your iTunes library, then
only the part the plays gets converted.

The down side of this is that if you start with a compressed file,
such as an mp3 file, you can only split it into segments this way
by down-converting it, so you could lose some quality.  However,
that's not generally an issue for speech files or if you split a 
file that is not compressed to begin with, such as the AIFF files
in my example.  This also doesn't have the functionality of a
sound editor, but it's sometimes a useful trick to know.  Remember
to delete your start and stop time entries on the Option pane under
Get Info after you're done, or you'll only hear part of the original
file when you play it.
