The solution to your problem is to do the following:
1. Go to the Mailboxes table. Interact with it.
2. Use VO-Down Arrow to navigate it. Using just arrows alone will not
work. Find the entry for "On My Mac".
3. Expand it with VO-Backslash
Now you will see the mailbox in the list.
