Jed, it's possible to interact on more than one level at once, so even though you've stopped interacting, try it again as you may be more than one level into the control? Does that make sense?...

A loose analogy might be with a particular folder structure; I.E. a folder called Animals. Once you enter the animals folder, you might then need to enter a sub folder, like perhaps, Horses, Cats, dogs, or Birds. Once you're in the Birds folder for example, to get back out of the folder structure, you'd not only need to back up one level to the Animals folder, but once more to leave the structure completely....

Does this make sense?...

VO makes it possible at times to interact on more than one level, so if you find yourself stuck, try stopping your interaction again to see if that helps...

By any chance, after you selected the volume Macintosh HD, did you stop interacting with the volume selection scroll area? The buttons you're describing remind me of what I see inside of that particular scroll area. ctrl+opt+shift+up-arrow will stop you interacting with it if you are. You should then see an options button (this is where you go to select the
type of install), a go back and a continue button.
