Sadly, this makes perfect sense and was my personal reaction as to the reason behind it.

The reason Microsoft Office 08 for mac is not accessible with VoiceOver is to protect the Windows screen reader market. Face it one of the major applications that schools, government and businesses buy screen readers to work with is Office and if the Mac version of Office were usable with VoiceOver schools, government and businesses could just buy a Mac and Office and be done with it. This would weaken the Windows screen reader market which Microsoft need to be able to sell to government accounts.
