Its not at all obvious, but you can access the content area of Pages with VoiceOver. Try hiding all the toolbars from the view menu. Then, navigate till you find the "scroll area"; this is the content area. Now, press vo+shift+spaceBar (mouse click). I think only one click will do it, but maybe two - can't remember now.

There are still issues though. You can't set arbitrary styles on items, text selection is not reported via voiceOver, and tables are not accessible at all.

It is a great start though. I hope Apple continues to put resources into making this software accessible.
