A.R. You need to interact with the list of folders before turning cursor tracking off. You should only start highlighting once you are interacting with the list.

A.r. You need to use VO-Down arrow not the arrow key alone. Since you have turned cursor tracking off, using the arrow key alone moves the highlighting down and leaves the VO cursor where you started. This is why you only have two folders highlighted; the one last highlighted by the arrow key and the one you keep highlighting by pressing VO-Cmd- Spacebar, i.e. the one you started with.
