A.R. This doesn't happen to me, so I assume your VoiceOver Preferences
are corrupt. Try throwing away the plist:
~com.apple.VoiceOverUtility.plist
I've asked Apple to use uncontracted braille during installation so
that non-English-speaking people will be able to do installations
unaided as long as their language uses the Latin alphabet.
