Hey I get the same thing when I press command question mark so don't
wurray it's not just you. I think apple may have made a change because
the search interactive let's you search fr a certain thing in the help
system and they thought that maybe people may want to search too and
decided that the command question mark command should give people an
option. Hope this helps.

help for a particular application. Now in Leopard using the same
keystrokes I get the help menu. Is this a new change of doing things
