As Dan mentioned, there's a checkbox in the advanced pane of Safari prefs. Are you saying that this doesn't appear unless you've run the script for the debug menu previously?…

  Yes, was just about to post this myself.  Actually, what I've seen
so far of the develop menu has options that used to be in the debug
menu for the last ver of Safari, with a few changes.  For one quick
thing, I've noticed some different options for user agents.
