Safari, iCab, OmniWeb, Shiira all use a version of the WebKit web engine, which is where these problems originate. The content area of Firefox, which uses the Gecko engine, doesn't work with VoiceOver, but the browser can be turned into a self-voicing application with the Fire Vox extension:
