Ah, bother. If you're being blocked by CAPTCHA you'll need to contact
customer support. Use this form:
http://add.yahoo.com/fast/help/us/edit/cgi_access
Fill out the fields, including your phone number. Select "Yahoo!
Registration" from the "Subject" dropdown list. Then in the "Enter
additional information here" field, explain that you're trying to delete
your account and how CAPTCHA is blocking you.
There is a note about this contact form on the Account Signup form which
also features a CAPTCHA:

Unfortunately, an equivalent note appears to be missing from the Account
Deletion form.
