I guess that would be done in the sounds preferences or is it in VO
preferences?

ok, so if you send system sounds to your main output, everything
else should
come through the headset.

What do you mean by something else? I am using a USB headset and
nothing is plugged into the audio out or audio in.

you can direct system sounds to go to a different source thus

Listers is ther a way to listen to voice over through my headset but
the system audio come through the computer speakers. Sometimes I can
make the navigational sounds come through the headphones and voice
over come through the speakers and vice versa. I really would like to
use voice over and have a book playing out loud.
