Here's the trick. If you're going to drag and drop across application boundaries, you have to do two things. You need to make sure that both apps are in the forefront visually, and position the windows for each app so that both are visible at the same time. This can be done with the VoiceOver window movement and window resizing features, and requires the ability to be able to visualize the screen very well. The commands for resizing and moving windows are VO-Accent and VO- Shift-Accent. To make sure both windows are in the forefront, use Command-Tab to cycle through apps until a single press of Command-Tab will alternate between the two apps you want to drag between.
