The Google headings problem is a bug in Web Kit, which can be resolved
if you are adventurous and want to install the nightly builds of Web
Kit from webkit.org. Alternatively, Google, and most web browsing
scenarios, are a lot easier to work with in Group navigation mode, but
Group navigation takes some getting used to. You can experiment with
that by turning it on in the VoiceOver Utility, in the Web category.

to hear it demonstrated.
