hey Josh,

When you enter the settings window, assuming you're talking about the
settings for a virtual machine, navigate with VO keys until you land
on a table.  If you use just arrows up and down without the VO keys to
browse through the categories, when you encounter one you want to
tinker with, use VO right a few times.  If memory serves you browse
past an image and maybe one or two other buttons, but your settings
for that category should only be a few key presses away to the right.
When you're done with that category simply VO back to the table, use
up and down arrows again and then VO right to the next group of
settings you want once selected.  As far as I recall, you don't need
to hit apply after changing each category, but my memory is mega rusty
so experiment with that.
