This may be part of voice over's cursor tracking features. By default, the mouse follows the voice over cursor. This is handy if you need to click on something. You can disable it though. Press control option f8, and move to the navigation section. Uncheck the options relating to the mouse following the other cursors. If you disable the mouse cursor tracking, and you need to click something, you will need to first press control option command f5 which will move the mouse to the voice over cursor.
