Hi James, I can point you to Cheryl's post in the archives where she managed to go through the account review and approval with Window-Eyes and her BrailleLite, but I don't think this provides a general answer.

The difficulty is that the place you need to review is not in the Songs Outline, but in some part of the iTunes Store image area. The dumb thing about this is that Apple has other web sites that can give you the current text of the agreement, but I think you have to click the "I accept" terms in the image area that is inaccessible.
