offline registration when reinstalling leopard>

hello a friend had to format his mac.
he doesn't have internet access at home, when he reinstalled leopard, he did 
the offline registration.
he is wanting to submit the info to apple
he is wanting to know the following
1. where is the info stored at?
2. how does he submit the info to apple whene he is at a place where he has 
internet access?
your replies will be forwareded on to him.
he usually checkes email and does internet ralated stuff at coffee shop
