If applications have been added to the menu bar, and VO can't speak them, it should still be possible to navigate to them with the arrow keys. That's what happened to the AppleScripts menu under Tiger -- it was the spot where you didn't hear anything just before the help menu, but you could still arrow down into it and see selections that VO would speak. >From Shaun's description that's not what's happening in his case.
