You can also configure safari not to open files when downloaded.  I think 
the heart of this issue though may be the drm on the files.

I don't know if I can be of help, as I use Tiger, but when I have
trouble downloading pdf files, I  use the following work-arounds:

The first of these involves positioning the cursor over the download
icon, turning off voiceover, and clicking on the icon with the mouse.
After 30 seconds or so, I hit Command-S to save, turn on voiceover,
move the cursor to the Save button, turn off voiceover, and click
save with the mouse. I do these things because Safari freezes up if I
try to download pdf files without first turning off voiceover.

The second work-around is to allow safari to download the pdf file.
After that, I bring up the print dialogue, click on preview to launch
it, and save the pdf file from within preview.

As I noted above, neither of these options may be useful or relevant
to you if you don't use Tiger.
