You should be able to just display the image in Preview, select Tools
from the Menu Bar, and go to "Adjust Size" on the submenu.
You have two alternatives:
Select the "Fit Into" drop-down box to scale the image to one of the
presets. These are standard web and computer presets for images. If
you're uploading the images to a photo sharing site like Flickr,
800x600 will work just fine.
or you can manually set things up (which is what you want?):
If you want to manually set the measurements, select the drop-down
box next to the height and width text boxes to select the type of
measurement you want to work with. If you're going to print the
image, inches are recommended. Otherwise use pixels for the web, or
whatever you're comfortable using.
Type in the height and/or width (or percentage if you selected
"percent" in the previous step) to resize the image. If the "Scale
Proportionally" checkbox is checked, you can specify either height
or width and Preview will calculate the other dimension automatically.
Type in the resolution you'd like for the image. If you're using the
image for print, 300 is recommended. For the web, set this number to
72, as this will reduce the file size of the image.
Click "OK" to apply the settings.
Most of the image resize tool instructions seem to start with "drag
your image . . ."
when you use other apps. Try this out in Preview. I can't check it
in Tiger, but
it seems straightforward.

Instead of "dragging" just double-click the actions that you
select to
add them to the workflow (hold down VO-keys+shift and tap your
space bar twice). When I select the "Rename Finder Items" action
I only need to press enter to get the "Copy Finder Items" action
added
as a default when I double-click on "Rename Finder Items" -- I don't
need to "Click Add" as they describe on the warning menu that comes
up -- just the carriage return works.
I would save this as a plug-in so that you can access the result
from a
contextual menu when you're done.
Since this works for me (even in Tiger), you should have no problems
setting this up as an Automator action under Leopard. You can set
the
resizing to be in pixels or in per centage size, but not inches.
You might be able to modify this under Leopard, because I think
there
are also ways to handle image resizing using Preview, but I don't
know
more about this.
