I use Vuescan with a canon Lide 600f, and it works absolutely fine. No
busy problems or anything like that, if I had to guess you'd be
encountering an issue with your scanner itself. I don't know much
about the hp 5200c though I have heard that it's iffy with leopard.
I've used VueScan for over a year now, with various scanners including
the Canon lide 600F I currently use, an Epson Stylus CX4200 all-in-one
that I also currently use, a Canon Lide 60, a Canon Lide 80, and an HP
OfficeJet 6100C. I've never encountered the issues you're describing.
If there's a scanner driver problem and I try to perform the scan
certain drivers have caused sluggishness, but this isn't a Vuescan
issue.

My problem report:
OS: Leopard (10.5)
VueScan version: 8.4.77 (d/l'd today)
Scanner: HP Scanjet 5200C (USB)
SCSI peripherals: None
USB: Mac kbd and mouse, 7-port hub, nothing else
Problem: VoiceOver (built-in Mac speech for blind users) becomes
extremely sluggish when VueScan is in focus.
Steps:
1. Start VoiceOver with Command+F5.
2. Launch VueScan.
3. Go through any intro screens including Tip of the Day. (VoiceOver
works fine here - see below for VO commands to test.)
4. When the main screen (two tabs I think) appears, attempt the
standard VoiceOver commands Ctrl+Option+Left and Ctrl+Option+Right,
which we use to move through and hear controls on a screen, one at a
time. Other commands of note include Ctrl+Option+M for the menu bar
and Command+Q to close VueScan. VO should announce the "Quit" dialog
when it appears.
For all VO commands after the main VueScan screen appears, I find the
computer takes about 15 seconds to respond to each keystroke verbally.
(It may respond more quickly visually; I'm not sure.)
I'll attach a vuescan.log in case it's useful. All I did was try to
move among controls, open menus from the menu bar, and quit (had to
use Command+Q twice because I couldn't read the Quit dialog, I just
heard its name).
To answer one possible question (why a blind person would use this):
Scanning paper to email to coworkers, scanning things to have someone
read them to me, preparing for OCR, etc.

I tried VueScan 8.4.77 with Mac OS X 10.5.2.
I ran VueScan and then used Command+F5.
Clicking Ctrl-Option-M and going through the
menu items worked fine and answered instantly.
Using Ctrl-Option-Right read each option immediately.
Perhaps there's something else different on your system
that's causing this problem.
