Mute Speech is actually under the Speech settings in VoiceOver
Utility. It's a checkbox.
I am listening to Sneakers as I type with this Speech muted, in fact.
And Sneakers is ...

Also, to configure the controls on your PAC Mate, click the Input
tab in the Braille category in VoiceOver Utility and you'll find a
table containing the existing settings. Each one has a pop-up button
giving you the choice of commands you can assign to each control.
